ShortCut Deletion should trigger Repair (at least optionally).

Repair should be extended to shortcuts. Currently a shortcut being deleted will not be repaired. This is because Windows Installer pretends they are not a file, if that is so then what they pretend to be needs to be able to be a component keypath. The deleted shortcut could be the only advertsing and so self repair is also prevented. This may be on purpose however if so its a hack to the the real problem that users can't specify their own location for the shortcuts and if moved a repair creates a new unwanted set for this user.
