This is the one I decided to use as I can get it to start during start up and wait for an internet connection, it will then sync with a time server and terminate (many options that is how I set it up).

Windows XP has a system service called "Windows Time" (W32Time), stop this service and set startup to "Manual" or this program will not connect to any time servers.

WebTime 2000 is a small free utility program that will synchronize your PC's internal clock with one of the several atomic clocks maintained by the United States National Institute of Standards and Technology. Has command line switches.
